7.9  Adopt Governing Board Resolution for Emergency Waiver – Village Elementary School Sewer Line Breaks  (Action)
 

Background Information:

Public Contract Code section 20113, as further defined by Public Contract Code section 1102, provides that school districts may, with the unanimous approval of the governing board and approval of the county superintendent of schools, contract for the performance of labor and purchase of materials without advertising for or inviting bids in an emergency when such work is necessary to permit the continuance of existing school classes or to avoid danger to life or property.

Reports:

On or about November 30, 2017, several sewer line breaks were identified at Village Elementary School.  Further inspection by a qualified contractor using a drain camera and CCTV identified the locations of the breaks. Repairs will require specialized contractor support. Repairs are expected to exceed the $15,000 bid limit; however, immediate action is necessary to repair the sewer line to avoid any potential health and safety risks to students and staff.  We are requesting authority to award an emergency contract to repair the failures in the sewer line.

Financial Impact:

The repair work will be paid for from Fund 40, the Special Reserve for Capital Outlay.


Superintendent's Recommendation:

That the Governing Board unanimously adopt Resolution #17-12-01 for Emergency Waiver – Village Elementary School Sewer Line Break.
