Now that the 2020–21 State Budget has been enacted, local educational agencies (LEAs) are advised to revise their budgets as soon as possible. Education Code Section 42127(h) states:
Not later than 45 days after the Governor signs the annual Budget Act, the school district shall make available for public review any revisions in revenues and expenditures that it has made to its budget to reflect the funding made available by that Budget Act.
While this language does not specifically require that LEAs revise their budgets at this time, it does require making the revisions public if the LEA decides to make revisions based on the Enacted State Budget. Over the last several years, as the differences between the May Revision and the final Budget Act have not been relatively significant, many LEAs have not prepared a 45-day revised budget. This year, however, it is advisable, given the significant changes from the May Revision to the final Budget Act that have an impact on LEA budgets.
The Governor signed the 2020–21 State Budget into law on June 29, 2020, which starts the clock ticking on the 45-days, ending on August 13, 2020. There is no version of the Standardized Account Code Structure software for the 45-day budget revision, so each LEA will need to prepare its own local format to illustrate the budget revisions that are being proposed for governing board approval.
