7.5  Superintendent's Report: Long Range Plan Update (5 min. + Board Discussion)  (Reports)
 

Background Information:

In Spring 2018, the CUSD Governing Board directed staff to create a strategic plan to determine local priorities, beyond the scope of the LCAP, to purposefully guide the trajectory of the district for the next five years. Initiatives of focus for this study included academic achievement, resource allocation/budget, support, and communication. Through this process, the Board defined guiding principles, goals, and strategies to guide CUSD efforts.


The Superintendent will provide ongoing updates and progress to the Governing Board regarding objectives identified in the Long Range Plan.

Reports:

1. Academic Achievement: 

Prioritize programs and experiences which enhance college and career readiness across CUSD.

In summer 2018, the California legislature introduced the K12 Strong Workforce Program (K12 SWP) as an ongoing statewide funding opportunity. It is designed to support K-12 local education agencies (LEAs) in creating, improving, and expanding career technical education (CTE) courses, course sequences, programs of study, and pathways for students transitioning from secondary education to postsecondary education to living-wage employment. 

The primary objectives of the K12 SWP are the following:


  • To support essential collaboration across education systems between the K–12 sector and community colleges, or intersegmental partnerships, with involvement from industry businesses and organizations in strengthening CTE programs and pathways aligned with regional workforce needs

  • To support LEAs in developing and implementing high-quality, K–14 CTE course sequences, programs, and pathways that:

    • Facilitate K–12 student exploration and selection of learning opportunities leading to career paths

    • Build foundational career path skills and knowledge essential to subsequent success in college and early career exploration

    • Enable a seamless and successful transition from secondary to postsecondary education within the same or related career paths

    • Lead to completion of industry-valued certificates, degrees, or transfers to four-year university or college

    • Prepare students upon completion of education to enter into employment in occupations for which there is documented demand and which pay a livable wage

    • Contribute toward meeting the projected need for one million completers of CTE programs aligned with the state’s labor markets

K12 SWP funds are an investment to support continuous improvement and capacity building. These opportunity funds help LEAs implement strategies that strengthen current CTE programming and support collaboration with local community colleges to extend education and career pathways for high school graduates. Strategies that improve college-going outcomes might include adapting K–12 CTE courses to meet “a–g” requirements, offering dual enrollment courses, or aligning a middle or high school CTE pathway to a community college’s existing career pathway. Other strategies that improve workforce outcomes might include establishing internships with local industries, utilizing industry expertise in secondary learning, or bringing industry staff to K–12 classrooms.

The Long Range Plan directs staff to prioritize programs and experiences which enhance college and career readiness across CUSD. On May 17, 2020, the Governing Board approved a new bell schedule for Coronado High School, to be implemented for the 2021-22 school year. The schedule will address targeted areas of need in the areas of college and career readiness, UC A-G completion rates,  The new schedule affords flexibility for our students to access up to eight additional courses.  Designating a district K12 SWP program coordinator will support current district initiatives in STEM and VAPA, strengthen partnerships with community college, and increase student access to internship experiences.  

Job description duties include, but are not limited to:

K12 Strong Workforce Teacher on Special Assignment and Career Counselor:

  • Partner with and implement the regional priority sectors of the San Diego and Imperial Counties Community College Regional Consortium https://myworkforceconnection.org/

  • Coordinate usage of SDCOE LaunchPath portal and connect resources with CUSD teachers and students https://www.launchpath.com/

  • Partner with agencies listed in the CUSD K12 Strong Workforce Program application 

  • Engage with San Diego Workforce Partnership (SDWP) https://workforce.org/

  • Connect CUSD K12 Strong Workforce program initiatives to alight with the South County Adult Education Program goals

  • Organize, lead and participate in CTE advisory panels

  • Lead CTE curriculum development and learning experiences with post high school college and career articulation

  • Coordinate CHS Dual Enrollment and Articulation Agreements with SWC


Career Pathways Focus:


  • Career services to CHS and CMS students, including but not limited to classroom presentations, career profiles, career counseling, and student career portfolios

  • Coordinate and lead internship and work experience process for all CHS students

  • Organize job shadows 

  • Connect industry experts with CTE teachers and students, including guest classroom speakers

  • Provide transition services for those students entering post-secondary education or the work force in a CTE pathway

  • Develop and adapt career soft skills curriculum for delivery in CMS and CHS advisory periods

  • Provide Work Based Learning (WBL) activities for CMS and CHS students for delivery in advisory and CTE/electives course periods


This position is grant funded and will be filled with a temporary certificated staff member. Applicants must hold a California Single Subject Credential: Pupil Personnel Services.  

The June 18, 2020 Long Range Plan update will include information on enrollment, interdistrict transfer students, and our One School, One Campus initiative.
