4.8  Adopt Governing Board Resolution for Emergency Waiver - Coronado High School Boiler Line Break and Flood  (Action)

Background Information:
Public Contract Code section 20113, as further defined by Public Contract Code section 1102, provides that school districts may, with the unanimous approval of the governing board and approval of the county superintendent of schools, contract for the performance of labor and purchase of materials without advertising for or inviting bids in an emergency when such work is necessary to permit the continuance of existing school classes or to avoid danger to life or property.

Reports:
On or about Sunday, December 1, 2019, a boiler line break was identified at Coronado High School. Repairs are expected to exceed relevant bid thresholds; however, immediate action is necessary to repair the boiler line and flood damage to avoid any potential health and safety risks to students and staff.  We are requesting authority to award emergency contracts to repair the failures in the boiler line and flood damage.
Financial Impact:
The repair work will be paid for from Fund 40, the Special Reserve for Capital Outlay.  An insurance claim has been submitted and we expect full reimbursement less any relevant deductible payments.

Superintendent's Recommendation:

That the Governing Board unanimously adopt Resolution #19-12-01 for Emergency Waiver - Coronado High School Boiler Line Break and Flood.
