RELOCATION OF TK / K FROM ECDC TO VES UPDATE
6.6  TK/K Return to VES Update (5 min. + Board Discussion)

Background Information:
In March, 2019, the Governing Board approved the relocation of Transitional Kindergarten and Kindergarten students back to the main campus at Village Elementary School, effective school year 2020-21. Action taken by the Governing Board included direction for the Superintendent to provide monthly updates and timelines on efforts made to adequately prepare the facilities, staff, students, and community for the transition.

Reports:

Our planning phase continues as we formalize scheduling for the relocation of existing 700 Building classroom and program spaces into vacant facilities within Village Elementary. Excess and outdated materials are being disposed of in preparation of deep-cleaning prior to moving classrooms / programs. A majority of work needed to facilitate this move will be performed by CUSD Maintenance and Operations team.

Prepare Instructional Spaces & First Wave  June – Summer 2019

Classrooms currently in the 700 pod will be relocated to identified locations on campus.

  • May 2019:  Vacant classrooms and spaces will be deep cleaned and prepared for new occupants.

  • June 2019:  700 pod classrooms will pack in preparation for the move.

  • August 2019:  Teachers and staff will unpack in preparation for the 2019-2020 school year.

Traffic Study

Representatives from the Coronado Police Department, Governing Board, and community met on April 30, 2019, to observe morning traffic patterns at Village Elementary School. The team reviewed recommendations from the CPD ‘Traffic Impact for ECDC TK/K Move to Village Elementary’ report. The report stated the proposed move “will have an impact on traffic flow during peak times” and offered suggestions to mitigate congestion and flow.

  • Allow parents to drop off and pick up students in the parking lot in the 700 Block of 7th Street (between Village Elementary and Coronado High School) and utilize pedestrian easement for access to 6th Street and G Avenue gate.

  • Work with City of Coronado staff to determine if increasing the length of turnouts on H Avenue and 6th Street will allow vehicles to have the ability to pull in/out without blocking traffic.

  • Continue using alternate drop off/pick up locations for students depending on grade level campus entrance/exit gates. Require staff, parents, and volunteers to assist unloading and loading of students in designated drop off/pick up zones.

In addition to the recommendations outlined in the report, the team determined a few logistical considerations for further study:

  • Work with the City of Coronado staff to determine feasibility of designating approximately 100 feet of additional loading and unloading (white curb) zones on both 6th and 7th Streets (see Zone A and B, respectively).

  • Cone off designated lane for existing loading and unloading zone on H Avenue to prevent double-parking (this area currently causes traffic delays and parking violations).

  • Partner with Coronado Police Department and establish Student Safety Patrol for intersection of 6th Street and H Avenue to regulate and manage traffic and pedestrian flow.

ECDC Facilities Use Study

The CUSD Board of Trustees recently approved the relocation of our TK/K classrooms from the Early Childhood Development Center back to the 700 Building at Village Elementary School, effective school year 2020-21.  We are excited about this initiative and believe it will provide numerous benefits for our students and our community.

One aspect of the move involves finding ways to maximize the ECDC facility to benefit our District and the community of Coronado.  To this end, we are hoping to involve shareholders in a study to guide our decision-making. Some considerations that we wish to explore:

  1. Expansion of existing CUSD pre-school and child-care program

  2. Lease Agreements with outside agencies

  3. Partnerships with outside agencies (EG: Colleges, Training Programs, Navy, City, etc.)

An application encouraging involvement in the study was sent to all shareholders in Coronado. The first team meeting will convene on Thursday, May 30th, at 5PM in the CUSD Board Room.
