| | | | | | | | | | Background Information:
Education Code Section 39802 requires bidding for expenditures of $10,000 or more unless the contract is within a "common carrier or a municipality owned transit system, or a parent or guardian of the pupils to be transported." The contract documents include an initial term of three years commencing on July 1, 2019, and shall terminate on June 30, 2022. The initial term may be extended upon mutual consent of the District and Contractor for an additional two (2) terms of one (1) year each. Rates are may be subject to an increase at the end of the initial term. Any such adjustment shall not result in an increase greater than five percent (5%) annually effective July 1 of each year. |

The District held a bid opening on May 1, 2019 with responses from four (4) vendors including American Logistics Company (ALC), Care-A-Van, HopSkipDrive and Zum Services.
The attached bid matrix provides an overview of the bids received. Zum Services, Inc. was ranked 1st of by the bid review committee.

The cost of special education transportation has been built into the existing budget for the Special Education Fund. The winning bid represents a significant savings from 2018-19 contract rates. |
