6.2  CUSD Educator Effectiveness Funding Plan 2015-2018 (First Reading) 
 

Background Information:

As a condition of receiving Educator Effectiveness (EEF) funds from the California Department of Education, a school district, county office of education, charter school or state special school is required to:

 

1. Develop and adopt a plan delineating how the EEF will be spent. The plan must be explained in a public meeting of the governing board of the school district or county board of education, or governing body of the charter school, before its adoption in a subsequent public meeting.

 

2. On or before July 1, 2018, report detailed expenditure information to the California Department of Education (CDE), including, but not limited to, specific purchases made and the number of teachers, administrators, or paraprofessional educators that received professional development.

Reports:

This past fall, Coronado Unified School District was apportioned $245,511 in one-time, new state funds for Educator Effectiveness. Funds were generated by the number of certificated staff in the district and equates to $967.52 per Full Time Equivalent (FTE) staff.

These funds must be spent before June 30, 2018.  Allowable expenditures include the following four categories:

  1. Beginning teacher and administrator support and mentoring, including, but not limited to, programs that support new teacher and administrator ability to teach or lead effectively and to meet induction requirements adopted by the Commission on Teacher Credentialing and pursuant to Section 44259 of the California Education Code.
  2. Professional development, coaching, and support services for teachers who have been identified as needing improvement or additional support
  3. Professional development for teachers and administrators that is aligned to the state content standards adopted pursuant to Sections 51226, 60605, 60605.1, 60605.2, 60605.3, 60605.8, 60605.11, 60605.85, as that section read on June 30, 2014, and 60811.3, as that section read on June 30, 2013, of the California Education Code
  4. Activities to promote educator quality and effectiveness including, but not limited to, training on mentoring and coaching certificated staff and training certificated staff to support effective teaching and learning

Please see attached CUSD's plan to expend these funds.

All amounts above include 5.2% overhead as allowed by this program. Each CUSD school has a detailed plan of how the EEF are being used, managed by the school principal. The majority of all funds will be expended during the 2015-16 and 2017-18 school years. The CDE has developed a final expenditure report requiring that the number of teachers, administrators, and paraprofessional educators that received professional development for each category. CUSD administrators will report this annually.  In addition, these Educator Effectiveness Funds used for site-based professional development support each site’s strategic plan, and highly considered individual teachers’ professional needs.

Financial Impact:
